Grace Floutsis, MD
Grace is a board-certified family physician and Chief Executive Officer of White Memorial Community Health Center in Los Angeles. She has more than 20 years of experience working in community health centers serving diverse populations.
Much of Dr. Floutsis’s work has focused on developing culturally and linguistically appropriate chronic disease management programs for the East Los Angeles and Pico Union communities. She has helped introduce programs addressing diabetes self-management and teen pregnancy prevention and has been an active leader within the Community Clinic Association of Los Angeles County, including service as Chair of its Clinic Advisory Group.
Dr. Floutsis earned her medical degree from the California College of Medicine at UC Irvine and completed her Family Practice residency at Merrithew Memorial Hospital in Martinez, California. She is board certified in Family Medicine and speaks both English and Spanish.
As a member of the LA Net Board of Directors, Dr. Floutsis brings deep experience in community-based primary care, safety-net health care, chronic disease management, health equity, and organizational leadership. Her longstanding work with underserved communities closely aligns with LA Net’s mission to strengthen the capacity of safety-net providers and improve care for the communities they serve.
Sarah Ingersoll, MA, RN, MBA
Sarah is a Clinical Assistant Professor of Neurology at the Keck School of Medicine of USC whose work spans clinical informatics, medical education, exercise, and community-based health programs. Her career has included roles as a clinical educator with the VA Greater Los Angeles Healthcare System, a corporate manager with Lockheed Martin IT, and a consultant with BearingPoint.
At USC, Sarah served as Medical Student Educator for the Department of Neurology from 2004 through 2015 and has continued her involvement in medical education as co-director of an elective in clinical informatics. She is also a past Treasurer of the American Medical Informatics Association and the Academic Consortium for Integrative Medicine.
Sarah has a longstanding commitment to translating health knowledge into practical, community-based programs. Since 2010, she has led a seasonal 5K Training Team for people living with Parkinson’s disease. Her scholarly work has addressed exercise, wearable technology, care coordination, health information technology, and medical education.
As a member of the LA Net Board of Directors, Sarah brings expertise in health care operations, clinical informatics, education, organizational leadership, and the development of patient-centered programs that connect innovation with the needs of patients and communities.
John Kotick, JD

John brings more than five decades of nonprofit, health care, and community leadership experience to the LA Net Board of Directors. A longtime Los Angeles leader, his career has focused on expanding access to health and social services, strengthening nonprofit organizations, and advancing programs serving older adults and underserved communities.
John has held senior leadership positions across the Los Angeles health care and nonprofit sectors, including Chief Executive Officer of Family Health Care Centers of Greater Los Angeles, Chief Administrative Officer for the outpatient clinics of Orthopedic Hospital, and Executive Director of the Center for Health Care Rights. He also contributed to the development of California’s Long-Term Care Reform Act.
John continues to be active in civic and nonprofit service. He serves on the Los Angeles County Commission for Older Adults and has served on the Board of Directors of Care Harbor, which provides free health care services to uninsured and underserved residents of Los Angeles. His broader community service has included leadership and board roles supporting children and families, health care access, aging services, and social justice.
John has been part of LA Net’s leadership since 2009, including service as Board Chair, bringing deep knowledge of community-based health care, nonprofit governance, public policy, and the needs of Los Angeles communities to the organization.
He earned his B.A. in Political Science and his J.D. from the University of Southern California, completing his law degree at what is now the USC Gould School of Law
Rhea Stewart
Rhea Nandi Stewart, M.A. is an accomplished sales and business development leader with more than two decades of experience in the packaging industry. Based in the Los Angeles area, she currently works with International Paper and has built a career centered on developing customer relationships, generating new business, and bringing sales and operations teams together to deliver effective solutions. Her professional record includes multiple awards recognizing outstanding sales performance, new account development, and achievement of revenue and profitability goals.
Rhea brings a strong interest in communication, negotiation, and collaborative problem-solving to her work. She earned her undergraduate degree from the University of California, Santa Barbara and later pursued graduate training in conflict resolution and negotiation. She has described this background as influential in her ability to work across different leadership styles, perspectives, and organizational priorities.
In addition to her corporate career, Rhea has a longstanding commitment to community service. She has served on the Board of Directors of LA Net, a community-based practice-based research network focused on reducing health disparities in Southern California, since 2013. She has also volunteered as a mentor with Operation Jump Start, an organization supporting young people from underserved communities in pursuing higher education.
Across her professional and volunteer work, Rhea brings expertise in relationship building, business development, negotiation, team collaboration, and community engagement.
